Onofiok Luke is the lead consultant for our Government and Legislative Liaison Practice Group at M.J Numa & Partners LLP, bringing a unique blend of legislative prowess and legal acumen to the forefront. With a distinguished career spanning his membership of the Akwa Ibom State House of Assembly, to his tenure as Speaker of the same Assembly, to his role as a member of Nigeria’s National Assembly, Mr. Luke has demonstrated remarkable leadership and insight in navigating the complexities of legislative processes.

Educational Background
Mr. Luke graduated in 2005 from the University of Uyo, Nigeria, with an LL.B. In 2009, he furthered his studies at the Nigerian Law School, obtaining the qualification to become a Barrister at Law in Nigeria in 2010. Luke went further to bag a Master of Laws (LL.M) in Telecommunications Law in 2019 from the esteemed University of Calabar, Nigeria. His educational journey equipped him with a solid foundation in legal principles and legislative frameworks, laying the groundwork for his subsequent achievements in both the legal and political spheres.
Mr. Luke is well read with several certifications/fellowships from renowned institutions around the world to include the Senior Executive Fellows Program of the prestigious Harvard Kennedy School, USA; London School of Economics and Political Science, UK; International Law Institute, Georgetown University, Washington DC; London Business School; Yale University; Alliance Manchester Business School, UK; National Institute for Legislative and Democratic Studies, Abuja among others.

Legislative and Legal Expertise
His pivotal role in shaping legislative agendas, such as the passage of the Petroleum Industry Act, 2021, underscores his commitment to advancing public policy initiatives for the betterment of communities and industries. Mr. Luke's advocacy for the implementation of Host Community Development Trusts aligns with our firm's dedication to promoting equitable and sustainable development frameworks. While in the National Assembly where he chaired the committee on Judiciary.
